The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
The North Carolina Department of Public Instruction is seeking applicants for an Accountant I (Working Title: Cash Management Accountant) for our Financial Business Services/Agency Financial Services/ Cash Management Section.
The Division of Financial Services performs all state-level financial planning, reporting, budgeting, and accounting services for the Department of Public Instruction. It performs program analyses and internal services and monitoring for the Department and is responsible for supporting the financial and personnel systems. There are six primary work groups in this division – Budget Management, Accounting Controls and Reporting, Cash Management, Accounts Payable, Grant Administration, and Purchasing and Contract Services. The Division has a total of 32 positions.
The primary purpose of this position is to ensure the accuracy and timeliness of all the agency’s cash transactions in accordance with Generally Accepted Accounting Principles, and the Office of State Controller and Office of State Treasurer Accounting Policies and Procedures. This position reports to the Assistant Finance Manager of the Division of Financial Services and performs duties related to agency’s daily cash requirements in NC Financial System (NCFS) for processing for all budget funds, including federal grant funds. This position handles the weekly requested cash requirement for the Public School Units (PSUs) and Charter Schools. This position is in constant daily interaction with agency staff, PSUs, Charter Schools financial personnel. This position is responsible for the weekly workers’ compensation processing. This position is responsible for certifying credit card transactions in the NC Financial System (NCFS). This position is responsible for the monthly recording of STIF interest earned on the interest-bearing budget codes. This position will make recommend changes to procedures as deemed necessary and monitor adherence to the procedure by developing guidelines and controls. This position is to also provide detailed information related to cash management transactions to the State Auditors during the annual audits.
